One very bad point of frames is tha people using a left (or right) frame to add the navigation. The problem is if there is content below the maximum height of the screen you can't see this content (and you can't scroll to reach this content).

IFrames are bad too and should be used only for banner or other 3rd party visiual content, it's just like a hole in your website.</description>
